NPCs live their lives, and sometimes they are early for work.
Rule of the thumb: 9 is a good hour, and most shops will be usually open.
But it happens they are late too, although it's rare.
Think of it this way. The more high-end and esoteric a store is, the more likely it is to open late. And ten AM for an Alchemist is early rather than late.
Jumping back to modern times, lawyers in New York law firms don't usually show up for work until ten AM (and they may well have been working late in the office until midnight). Bankers usually turn up between eight and nine AM, and most bond traders have usually settled in by seven to have their morning meeting ahead of any Fed announcements.
What you do for a living determines the rhythm of when you show up for work.
