Microstutters in Kuttenberg

At first Kuttenberg had no problems. Now after advancing more into the story and leveling up more, there is an extremely tiny microstutter every few seconds when sprinting through Kuttenberg. It didn't do this before. Someone on reddit said this is caused by having reputation based perks, but I haven't tried resetting my perks yet to see if this is the case.
Anybody else have this issue? If so is there a fix?
The microstutter didn't happen before in Kuttenberg, and it doesn't happen anywhere else.
It's tolerable but still very annoying.

Yes, have this microstutters too, didn't found any fix yet unfortunately

Seems like the game is tracking too much NPC information on call at once, likely choking the main CPU thread to death. Games hold a lot of this information in the background but usually call it when the NPC or event in question is rendered.

yes but this didn't happen until later on in the story. These microstutters appeared after I had already done many quests in Kuttenberg. I'm not sure why it was fine before but not now.

Yeah same, ran like butter untill I progressed further in the story now it micro stutters like hell.

Reset all your skills and dont pick "local hero". That might help I saw some people saying that fixed it for them.

some youtuber said it has someting to do with all the items you sell in kuttenberg.
for some reason all those items stay in the box of the store you sold em to.
and they need to be loaded in that causes the stutters.
dont know for sure but it might be it

Same problem. Resetting my skills and leaving "local hero" out didn't work.
