Brunswicks Armor quality Question

I found the first 2 pieces of the armor set with a quality of 3. But at the Wiki you can find stats for the "Henry" quality. Now is there a way to improve the quality or can you find the pieces at henry quality? If yes, how?

Only weapons can be made into Henry quality as far as I know
