You cut down the wood cutters on the first map for retrieving Geizha, people love you for it. Even the woodcutters themselves.
On the second map you kill all village inhabitants after you collected food for Sgismunds camp, people couldn't be more happy, even the Bohunowicze people, who got slaughtered.
It doesn't make sense.
What I took from the predecessor KCD 1 is, that crime doesn't pay in the end, here is why:
you can play 'psycho Henry' who kills everyone. Then your rating goes down, bc people remember that you killed them, after they got reborn/spawned. Warhorse is very hinduistic in their belief.... So basically your reputation can only get worse on and on.
When the same developers built KCD 2, I guess their same quirky logic apllies, so just don't do cime. You basically don't need to.
If your reputation is 100 and your sneak skill over 20, nobody beliefs anyway that it could have been you, who did sth.. Worked for me.
If I ever fall in the reputation, just save some goin to be robbed ladies on the highways, reputations goes up again. In the end you never get that low to get on the gallows.
I am just now wanted in Kuttenberg, no one wants to catch me, I have 100 reputation, I can walk the city freely.
