This game is not "DEAD" - there is still a regular community that joins up to play a game every week. Its just that its only at certain times, so I guess you could say, 90% of the time, the game is dead, you cant just boot up dystopia and hop into a game, but a lot of the regulars add each other on steam. couple people join up on the weekends and ppl see folks are playing and they keep joining. and then u got a game going. Sometimes its only like 7-10 people but still there are times where u get 20+ in a server. check in once in a while on the weekend or evenings :)
