I'm sorry you're facing this issue. The arrange/hardcore modes should be selectable as long as you have the "Peacekeeper" achievement unlocked. Can you try restarting the game and see if it appears? The option should be visible after selecting difficulty.
EDIT: I also tried to verify the game files just now, but no dice.
If possible, can you upload your save file and achievements.dat file somewhere so I can locally test? You can find those at AppData\LocalLow\BOMBSERVICE\MomodoraMoonlitFarewell

I've identified the issue and it's something we will have to investigate and patch AS SOON AS POSSIBLE. This could be happening to other players as well. For the time being, I'm going to edit your achievements.dat and you should be able to access the modes from there. Please give me a moment.
and the modes will be selectable to you. Please be mindful of Steam Cloud Saves as they might try to overwrite that file with your own.

If you don't mind checking it for me, I've just updated the game on Steam with a tentative fix for this. Here's what I need you to do:
1. Reopen Steam so the patch can be updated faster. Additionally you can wait a bit and the update will appear on its own.
2. After opening the game, confirm it says 1.0f6 in the bottom right part of the title screen. If so, you're in the correct version we need to confirm the fix.
3. Afterwards, just load the save file you finished the game with (watched the credits).
4. Return to title screen and try making a new file and let me know if the arrange/hardcore is available. The option appears after difficulty selection, mind you.
