Plastic Pellets / Recycling?
Ok, I feel like I missed something somewhere. I found scrap plastic on beach, but where or how do I turn it into pellets for construction? I tried interacting with the recycling bin, but that didn't work, and I haven't seen any of the merchants provide the service.

Just make sure to use them before they're Out of Order from Hiro taking out his frustration on them.

(Sometimes you'll see him standing at the machines next to his shop there pounding on them.)
