Any idea where to find him? Do I need to complete the apiary first? He is the last person I need for the meet everyone quest and he is never in his lab.

He sent a letter in the mailbox I got it at the farm near the campground. After that you go to the field lab to meet him and then try the shop it either him or Ana if he not there I usually see him in the morning near the river walking his house is the one next to melody on the right Allen is left

Yeah I wasn't having any luck ever finding him at the lab. Right after I posted this I found him by the river haha. Thanks for the answer!

All I can say is the devs who told us PDAs are frowned upon in Japan never took a stroll down the river...
