My Dog has been stuck in my shed for about 3 weeks now i have moved the bed and i don't know how to get him out. i need a dog house i have two dogs and i am the only one chasing the raccoons and foxes make it make sense.

Go to your phone, and click on dog bed and relocate. Remember that when you move their bed or shelter you need also to relocate the animal in their proper bed again.

Build a fence around your animal this way they will be protected from predators.

Can my dog not live in the shed on farm 1 bc I am having the hardest time with this dog relocation thing and plus he is getting stuck in the shed I need a dog house

Farm 1 is the only farm you'll have for the first year, so it's not possible. I did have my first cat's bed in the small shed where your global cache is and got stuck there bout few days. I relocated it's bed a few times and one day it's not stuck anymore, till now. If it's too much for you, sell it and buy another one. Whenever weird things keep happening, try to verify your game files. (Oh and the game doesn't have dog house, just the dog bed.)
