Where do i find the Sparky 1 requirement for the skill tree?

There's a three wooden table on the left side before the stairs that lead to the tree. You can buy those omamori there, farthest table on the left

I've gone through my whole first year without seeing a Sparky 1. Is it a certain color?

Nope, it should have one star displayed. Same goes to other omamori
