Are we supposed to be able to upvote suggestions to increase the likelihood of them being implemented in the game?
Upvotes are to show how many people share in a post. A higher number would bring it to the attention of the devs faster but nothing is guaranteed to make it in. But it definitely helps. I have never tried to upvote myself but there should be a way to do so on the site since I've seen some posts with more upvotes.
Edit: To upvote there should be an emote on the "upvotes" button that you can click when you're inside that post itself. Unsure if you need to be signed in or not though. Hope this helps!
Also, for this given suggestion, it might be a good idea to include the description that was provided here on Steam for it instead of just a link back to the Steam page for it.
True, though since it wasn't my suggestion I wouldn't feel comfortable summarizing the post beyond what is said in the title. This is why I sometimes encourage the person to post it themselves. But for this suggestion I figured the team would understand from the title alone and will inquire/research further if not. For everyone else I suggest to explain the request/bug fully.

Yes~ I've been using it as an overall guide. It's just when I want to make a completely straight line say for a long path, it can be hard without the cursor snapping to the grid as you move the path into the distance. I enjoy the free form but it would be great to have the ability to snap paths to the grid.
I also like the fact you can place at whatever angle you like too, makes for interesting layouts. So being able to switch between them is a good idea for sure.
