Yeah, it's definitely the CPU that causes this.. I've ran into this both using my FX-6300 and FX-8350, each of which were using completley different GPUs (one was a ATI 6890 and the other a Nvidia GTX-670.) So, as others have mentioned, i've came to the conclusion it's the CPU's causing this issue.... I've also came to the conclusion that'll it'll never be patched, unfortunately... At least there is a decent fix (for me, it makes the textures a little blocky so it's still annoying) and it only happens in two parts of the game.
my solution doesn't involve changing the rendering mode of the game, it fixes the problem completely

I just lost the whole day trying to fake CPUID without results.. Than your program arrives and boom. Incredible.
Would it be too much for you to try to "bisect" your program features to see what's the determinant?
If there isnt any ill kep the fix ofc,i prefer adapt myself to it and play the game without bugs rather than having the right bright filled with pixels.
Unfortunately, I only used this fix after playing through Peak15 with blacked out blocky characters! Ugh! It was ugly.
