This is what I did to get it working

You might have to re-write the console line of code.
Like this,
[Engine.Console]
MaxScrollbackSize=1024
HistoryBot=-1
ConsoleKey=Tilde True
When I included the True (I had to fiddle with it a bit) But in the end I got it working.
Something worth mentioning, You might experience issues when trying to use the cheats in a combat zone, I suggest testing them aboard the Normandy or other non-quest/mission related areas. It took me about 6 hours before I managed to get the console to even show up, Speaking of which, If you have a backup of the ini file, rewriting the console code in the original and NOT the backup might help, Now I'm not an expert but as someone who dabbled in code I can say that ME1 is not beginner friendly when trying to access the console in it's ini file.
In short here's what you SHOULD be looking for
BioWare <-- Now go to the file where it says Config
After that you should find a Configuration Settings file that says BioInput
Scroll SLOWLY until. you find,
[Engine.Console]
Scrolling too fast will cause you to skip or completely miss the console engine entirely.
Hope this helps, And if I get the console working in ME2 and ME3 (The non Legendary version) I'll be sure to update or answer questions if any.
Before I go, If you are playing ME1 on a laptop, Try connecting a gaming keyboard to it, or just a normal keyboard, Sometimes the game can be weird.
Lastly, ME1 is an older game, meaning that what worked in 2007 might NOT be working now in 2023, If I get the Legendary Edition I might look at it's ini file (When or if I find it) and see if I can get the console working.
Another thing to try if the ini file is still fighting you.
First, Install ME3TweaksModManager (Works on all Mass Effect games) Once it's installed, Try downloading a Cheat Console on NexusMods, You'll want to carefully read through the ME3TweaksModManager or watch a few videos on YouTube, though the installer is pretty straightforward, Once the Console mod is installed you should be able to use all cheat codes, Though as I said before, Only test the cheats aboard the Normandy.
Be sure to check the ME3TweaksModManager and confirm that the mod or mods are installed, Click on the mod (List of mods should be on the left) Now click Manage Target, This will tell you if your mods are installed or not. (NOTE, COSMETIC MODS CANNOT BE INSTALLED WITH ME3TweaksModManager, It is only for GAMEPLAY mods, For cosmetic mods, Re-shaders etc you will need a different mod manager, I know because I tried and it did not let me.)
https://www.nexusmods.com/masseffect/mods/214 If you wanted that console mod for ME1 here it is, You will still need to press Tilde, If you install it and ME3TweaksModManager doesn't let you install it, Just go into your game and test to see if it's working, I tested both my ini file and the mod, For me the ini re-code worked but I still installed the mod and it's working, Remember only install gameplay mods and nothing else, I might add a list of cheats I use in ME1 if they aren't working for you, In some cases the cheats can be case sensitive.
