Accuracy Cost?
So most abilities have an accuracy cost. What exactly does this mean? Am into my third mission but can't quite pin it.

It's just a temporary recoil, like firing a shot of your weapon. When you use an ability it has kickback for a second or two until your crosshairs centre properly again to max accuracy. Where it says a percentage for "Accuracy Cost", a higher number means more instant kickback from using that ability.
In other words, when you use an ability that has Accuracy cost, and start shooting the gun, that kickback as Diseasel mentions basically creates a nasty wobbly effect for your character, in order for it to go away you have to stop shooting for about a sec. and then start shooting again, when the time for the accuracy cost goes away the wobbly effect from the kickback reduces, but is still there. Like what was mentioned in one of the Aliens movies fire in short bursts for higher accuracy.
there should be a circle like reticle on your screen, basically each shot you make the circle should increase in size, it basically let's you know where your bullets might hit, you'll want it to be as small as possible, crouching helps make the circle smaller but it also limits your movement, the larger that circle is the worst the wobbly effect (kickback) is, to shrink the circle, stop shooting till it gets small enough or crouch to improve accuracy.
oh yeah, if you move around with the guns out, you'll notice the circle will increase also, moving while shooting greatly reduces accuracy.
