Try just playing normally and I'm sure he'll turn up.
Incorrect.
-You can't skip Ashley and Kaidan.
-You can skip EITHER Garrus or Wrex, if you wish.
If you skip Garrus, he still arrives in ME2 but just with slightly different dialogue.
If you skip Wrex, he never appears again. You can't skip both.
-You can't skip Tali.
-You can't skip Liara, but you can leave her for the very last moment before the final 2 areas, and there will be some different dialogue there.
You can actually end the game with only Ashley/Kaidan, Liara, Tali - even though Garrus will return later anyway.
I don't consider it a spoiler that Garrus returns in ME2, but I guess it'd count in 2010 :P.

he is an optional character in Mass Effect 1
