Help recruiting Garrus

I recruited Wrex and Tali first but it says I can still bump into Garrus somewhere? Tried the medical bay but he's no longer there. The only guide I could find online told me to go to the elevator in C-Sec which leads to our ship but he's not there either. Any ideas?

He's essential to the story. It's impossible to not recruit him.

Try just playing normally and I'm sure he'll turn up.

I realised he doesn't appear at the elevator until you've become a Spectre so got him now :)

Incorrect.

-You can't skip Ashley and Kaidan.
-You can skip EITHER Garrus or Wrex, if you wish.
If you skip Garrus, he still arrives in ME2 but just with slightly different dialogue.
If you skip Wrex, he never appears again. You can't skip both.
-You can't skip Tali.
-You can't skip Liara, but you can leave her for the very last moment before the final 2 areas, and there will be some different dialogue there.

You can actually end the game with only Ashley/Kaidan, Liara, Tali - even though Garrus will return later anyway.

I don't consider it a spoiler that Garrus returns in ME2, but I guess it'd count in 2010 :P.

he is an optional character in Mass Effect 1

To find Garrus, go visit Harkin at Chora's Den, he will tell you that Garrus has gone to the Med Clinic in the Wards, you will get this mission from David Anderson and Donnel Udina after talking to the council and they will tell you there is no evidence against Saren. I got Garrus first, then Tali second.
