There's nothing to do there. Just continue through the level.
Not sure if points can be re-balanced in ME1. It is possible in ME2 and 3 (in the med bay).
As for the consoles, if your Shepard doesn't have upgraded decryption, Tali is usually the best squadmate for that. Unfortunately, for Feros that means loading a save-point, since you cannot back-track to the colony once you've begun infiltrating ExoGeni (there's a drop-down point which prevents you from returning).
ive been all over the map for hours lol checking your vid i reckon one them decryption points must open or trigger a part that i cannot! :D
Watch out for the Noveria missions, though. You WILL need a high decryption to complete them - it's required to progress.
