You mean Mass Effect 2, what with it being the earliest game in the trilogy that Tali can be given a porking.
2)You can romance Tali in ME2. After recruiting her, you can start to initiate a romance, even if you had initiated a romance with someone else in ME1 (Kaidan/Ashley, Liara) and not explicitly cut it off in ME2.
3)You can romance Tali in ME3, but ONLY PROVIDED THAT you romanced her in ME2 and carried that over. The romance is recognized in the Extended Cut DLC, Leviathan DLC, and a clear part of Citadel DLC. But again, only if you started it in ME2 and carried it over.

ME1:
Males - Ashley, Liara
Females - Kaidan, Liara
ME2:
Males - Miranda, Jack, Tali, Ashley (cont), Liara (cont, LOTSB DLC)
Females - Jacob, Thane, Garrus, Kaidan (cont), Liara (cont, LOTSB DLC)
ME3:
Males - Ashley (new/cont), Kaidan (new), Liara (new/cont), Steve, Miranda (cont), Jack (cont), Tali (cont)
Females - Kaidan (new/cont), Liara (new/cont), Samantha, Jacob (cont, sorta), Thane (cont, sorta), Garrus (cont)
There are exceptions, like trying Samara in ME2, not doing a 'real' romance in ME2, then leading to trying again with her in ME3 Citadel DLC.
