Loot System / shop system

I'm wondering about a few things related to what you find in stores and in game for equipment.

1) when, or how often does shop inventory restock or change. is it after major plot points, small side quest, or will leaving the cluster and coming back change it?
2) what determines the loot you'll find in containers while exploring? does the set difficulty level have anything to do with it? or is it related to your level, or story progression?

1. When you visit a different planet. Meaning you have to enter space, go visit, say, Feros, and then come back to the Citadel for its shops to restock. Alternatively you can save your game before talking to a shopkeeper for the first time since your last space trip and reload if they don't have what you're looking for. Each time you reload they'll have different items for sale.

2. Your level and, I think, the container itself.

so i tried the save//reload thing but for some reason it doesn't work. i managed to get the explosive rounds anyway though.

hey on the wikia there is mention of spectre bio-amps and omi-tools. do these get sold at the normandy because i haven't seen anything of those catagories.
