This sounds like an UAC issue.
You also must run the game at least once before attempting to install the DLC, because the game must create appropriate registry keys to be found by the DLC installer.

*I know my English sounds weird. Just doing my best here.
I was able to get Pinnacle Station working via two, different methods and Bring Down The Sky working via one method. Note: run the game at least once before attempting these so all of the proper files are created.
1) If you're like me and saved the Origin DLC files from years back, you can simply copy the Pinnacle Station file into the path it's supposed to be located in: Mass Effect/DLC/DLC_Vegas. The game will recognize the file (at least, it did for me). Sadly, I have not found a way for the game to recognize the Bring Down The Sky file, DLC_UNC. Will have to work on that for future reference.
2) The second way that worked for both DLC is this: go to https://help.ea.com/en-us/help/faq/dlc-for-classic-games/#masseffect and download both executable files. Move them to your Mass Effect folder and run them as an administrator. Bring Down The Sky doesn't need a key, but Pinnacle Station does. Enter this: 5GUCXRFPQNBMTJBD3L5J. Run the game and you should see both DLC listed now.
You might also need to open the "installscript.vdf" file using NotePad/NotePad++ and change "%CDKEY%" to "5GUCXRFPQNBMTJBD3L5J".

@SpYder76: thank you for your help so far. I managed to solve the problem that the game won't be found, but the second error takes more time to solve. After trying your ways (and it's most similar on other pages) i'll keep searchin for the solution.
My current approach. Now the Origin key also works.
1. delete old Mass Effect registry entries and folders on your hard drive (keep savegames)
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Electronic Arts\Electronic Arts
2. download / install via Steam
3. start the game and make your own settings in the options then quit the game
**This step should not be skipped.**
4. Only now edit installscript.vdf (notepad) --> %CDKEY% with your Origin key or the universal key from the Pinnacle Station (5GUCXRFPQNBMTJBD3L5J)
5. start the game and quit it in the main menu
6. install DLC's MassEffect_BDtS_EFIGS, MassEffect_PS_ES
Now there were no problems.
After that I install additionally the following from Nexusmods.
ME1 Recalibrated
MEUITM Anniversary Edition
Mass Effect Mouse Fix
Finally for antialiasing (SMAA) -> ReShade
Made my day.
Actually, I discovered it's not necessary to uninstall the game! Yay, thank you!
In my case, an uninstall was necessary.
This was the only way I could get the Origin key to work.
Simply replacing the keys in the registry and installscript.vdf was not enough.
