Doesn't matter if you import an ME1 character or start a new scenario in ME2.
You must complete the game (ME2) at least once.
The game would save new decisions on the new save, after all.
The only exception is ME2, which allows you to continue after defeating the collectors and plays out as if you are just continuing on with character building or exploration after the major battle, whereas in ME3, if you beat the game, your save automatically backtracks to the 2nd last major battle unless you make a + character to start over, which was annoying but understandable given the ending.
Well since you can ONLY import completed save games it makes no difference whether it's a single run or a new game+ save. As C2H5SH said, the game will create a separate save when you start a new game+ and assuming you complete the ng+ then you will be able to choose from both when you come to impot a save into ME2.
