Alternatively, just be a renegade to him and undo the renegade effect with a save editor.
Also pretty sure in ME2 you have to tell Kelly (Yeoman Chambers) that it's over between you after the meeting on Horizon to make Garrus' romance available.
Sadly during my run, i ended up recruiting Liara at the very last, there wasn't enough time to develop a relationship with her (not that i wanted honestly). About nuking Kaidan on Virmire i considered that option, but my last save on that mission was pretty much at the very beginning of it, and i wasn't really in the mood to replay it again, plus, from what i remember Kaidan is a valuable and strong character to have during Mass Effect 3, so...
When you initially rescue him from the beacon, try not to make him feel too good about excusing his mistake in sickbay, that's the first instance the game will try lock Kaidan into a romance with your femshep. That's just an example.
I tend to keep Kaidan after Virmire because one of Ashley's skills are bugged on ME3 and that makes her useless to me. if i do keep Ashley, i don't use her beyond the initial missions.

Trust me, ditching him in ME3 is not cheating at all. That's the most, I think, that can be said without spoilers.
