Zaeed - You add Zaeed as a squadmate. His loyalty mission ain't that bad.
Kasumi - You add Kasumi as a squadmate. I really did enjoy her loyalty mission
They both will have a small impact in ME3
*Story DLC*
Lair of the Shadow Broker - Basically you get to find out what one of your former squadmates from ME1 is up to. Very much recommend you buy. Arguably essential
Overlord - Not essential but it has a good story
Arrival - I'd said this is necessary due to it tying into the main plot of the game
**Mass Effect 3**
*Character DLC*
From Ashes - You add a squadmate. Absolutely necessary and ♥♥♥♥ whoever decided to lock it behind a paywall
*Story DLC*
Omega - Not particularly necessary and a bit buggy in some places but I'd recommend it because it's fun to play
Leviathan - Necessary in the sense that you learn more about the Big Bad. You can do without
Citadel - Not necessary but do yourself a favor and get it. It's one of the best DLCs in the trilogy
My advice: I would recommend buying the mass effect 2 deluxe edition pc for free content but doesn't cover the Main best DLCs.
For me the best DLC Are:
ME2:
Kasumi: Stolen Memory. ((Included free in Deluxe Edition)) Thief fell in love with a guy and aims to recover her lovers Hologram device of him.
Lair of the Shadow Broker.(Worth a Buy) Liara leave ilium with the Shadow Broker after her, you get access to the shadow brokers resources and ship followed by cut scenes of romance by Liara. - In ME3 her assets will help you more and the Ship is gone.
Arrival.(Worth a Buy) Shepard has to save a doctor she founds out that the reapers will enter through the Alpha Relay within 2 days the Doctor is controlled by the reapers. The Project is to slam an Asteroid into the relay to delay the Reapers by watching a Whole Colony getting killed.- This DLC is needed as it explains the reapers and ME3.
Zaeed: The Price of Revenge.(Included free in Deluxe Edition) - He's shown in a quest in ME3 to save some politic.
Overlord (Buy) Overlord involves the geth it features a crazy doctor and his autistic brother in which becomes enslaved by the doctor for research purposes. The boy can communicate with the geth and shepard has a choice to save him. It's very sad. - The Doctor and David is mentioned and shown in Mass effect 3 but isn't really an impact in the game.
M3:
Citadel (Buy) All the Original Characters occurs for shepard's last Party very very funny and worth it for a final Goodbye.
Expended Cut(Free and needed to fix poor story telling)
Leviathan(Buy) Talks about the Origins of the reapers.
From Ashes(Buy) It's Okay if you want a Prothean Character not much to this DLC.
Omega(Buy) Revisiting Omega to fight and retake it for Aria.But Omega is not accessible after completing it.
Mass effect 2 DLCs are mentioned in mass effect 3 with them characters showing in Mass Effect 3 by offering War assets with them changing important storyline by being alive or dead.
