Report a translation problem
Not by a mile, there are many PC-only games on Steam that don't have any controller support.
The Mass Effect games though, they are console games, or at least started as such. But they don't support controllers. I don't know any other console port that does that. It's not a bug, they just removed controller support for no sane reason.
This isn't Steam's fault, they sell the games, not design them. Bioware is to blame here.

Unfortunately I don't understand it enough so I can't apply it :(
The main fix is to make the game to run in not administrative mode, like all other games.
Probably I could get to work Steam Controller on my linux system, but have no way to try as I run out of space on my SSD where linux is (games run from windows steam on playonlinux through steam native client with steam controller on linux - that's a hack or workaround that linux user found to play windows games, at least most of them work that way, but not all of them).
