Only one keeper left to find...

Trying to find all the 21 keepers to finish the scan mission, and I only have 1 left and can't find him. He's probably hiding very well.
What was the hardest to find keeper for you? maybe that's the one I'm missing too...

This is one of the most infuriating sidequests ever! I always forget about the one up at traffic control in C-Sec.
This[masseffect.wikia.com] has a detailed list describing where they all are. The picture on there might be more useful.

The ones I most often miss are one near the Normandy dock, one in Wards Access, and one somewhere at the upper end of the Tower.

Most of the time it's either one in Citadel Tower or an obvious one that I already passed 5 times.

There's one out the back door of the bar near the embassies that's really easy to miss because there's literally nothing else that would ever bring you there.

Finding them all always involves seeking out every corner of an area, most of the time I found all in the presidium, the wards and the tower, but forgot that there's the ward access--a quickly overlooked separate area without quick-travel access--and didn't think of looking in the docking bay because I never consciously recognised it as an actual place.

Eh. The only payoff you get in this game is some cash and XP, and the only payoff in any future game is a kinda-funny email from Chorban in Mass Effect 2.

It's really disappointing, I hoped from scanning them I would learn something about them, at least a little bit. But no, just cash and XP. Missed chance. Just started another playthrough and I won't bother with it.

To be fair, Chorban does learn something about them, but it's something you learn yourself through entirely different means before he can tell you.

Not really. The ones that are easily left out are the one at the dock and the one behind that hanar merchant on the presidium. On the left side is the keeper and on the right side is some kind of a console that is in fact a hidden AI that wants to explode or someting (it's a side mission) .
