Even if they wanted to do that, time ran out in development, as can be seen in some parts of the game. One example is that many side missions end just with on-screen text telling you what happens instead of cutscenes. Originally, some online functionality was also planned, but didn't make it into the final game. There's no way they could have fleshed out vehicles like that when they couldn't even finish some core content.
Pretty sure this cannot be modded though, as it is game engine related.
some of the control issues includes flying off the side of a cliff, landing like a bouncy castle until you right it when it's stopped moving.
up on landing and using the controls, it get very uncontrollable, so your pressing left when the m35 hits the ground but itstead of going slightly left as you would expect, it does a complete 180 before you grasped that it did this. even going over slight verges where the suspension gets light and you press right it starts doing it as well.
othertimes when accelerating it can also cause the some issues when the m35 would almost spin around.
lastly, the mako's thrusters are completely useless for the most part on the ground.
i didn't like the mako that much at all, and when it comes to treacherous planets like Eletania when looking for the prothean artifact to slot the key that the asari consort gave you, you got to go over some of the roughest terrain around. most of the time your mako is moving in an uncontrollable manner, doing bouncy castles and getting damage on landing and the thrusters don't help one jot.
Also you get more experience for killing enemies on foot. If you're playing a short game and just want to do the main missions very quickly, fighting in the Mako is always faster. If you're playing to maximize your experience gain, you should get out at a safe distance and engage on foot as often as you can.
The geth colossi and turrets are tough, you can blast them with the Mako to get them low, then finish them off on foot and still get more experience. For thresher maws, fight in the Mako until they have a sliver left, hop out and finish it for a massive XP boost.
Upgrades for it would have been fab: I did always wonder why it wasn't more of a dropship type carrier. Some limited VTOL and flight capabilities would have made it awesome.
