The "online" works with all versions. No idea where you got that information from but it's not correct.
Anyway, as already said, the DLC is only available for the retail or Origin versions; but if you own the game on Origin, purchase the dlc on there and also own the game on Steam (humble bundle gives you keys for both), you can kind of get the dlc working with Steam if you really don't want to use Origin to launch it.
Basically:
Install the Steam version
Origin will recognise it
Repair the installation in Origin (converts it to the Origin version, but Steam can still launch it/count game time ect...)
Install the DLC
Launch in Steam
As far as I can see it seems to work fine when doing that, but it is a lot of hassle just for the DLC though.
Honestly the only one I have tried that trick with is Mirrors Edge, so not sure if it works with other games.
The other game swapping trick with Origin I know which might help with other games is:
Start download with Origin
Close Origin (don't stop download)
Copy old game data to Origin game data folder (overwrite anything it needs to)
Start Origin and see if the download has skipped ahead
I have used that with a few games over time and it seems to be the only way of keeping Origin game data when you reinstall windows ect...
