Enter your CD Key, and Pray that Steam and EA have allowed that option.
Though, to make accessing the game easier, you could add it to your Steam list with the button at the bottom-left on Steam. Still need the disc though.

Actually, I tried adding it onto Origin, and no go either. It seems that only works for games produced after 2009, and Spore is from 2008. I'm kinda bummed I still have to use my disc - seems so antiquated now!
I agree, although it still has its moments. It's just not the super-epic game that was promised/expected.
then it's likely just to unlock the content, not an actual steam key.
