It was actually $60. Or $80 for the Galactic Edition (which had an art book and came in a plastic box).
Valve does not set the price, the publisher does. EA has the price set to $20 because they want people to leave Steam and run to their own DRM platform, Origin.
You're welcome to head over there if you want.
And people like you seem to miss the point all together. The price should drop with time not only with sales.

As for the other fact, that, after all those years, there's not a sharp drop in the price, you should take a look at the Call of Duty franchise, where a game of 2008 ist still at 25€. Some publishers just don't want to drop their prices.
And as for your ignorance to arguments and getting offensive in language starts to, let's just say, "annoy" people.
