This is whats WRONG with Spore, EA got there hands on it... Im a firm believer that upper management cut alot from the 2005 alpha release due to reasons of profit, dont ask me how its possible to limit what the alptha was like, or what reason they can so thats the only idea i can visualize.
Its now 2015, Spore was released 8 yrs ago, and Maxis was downsized so, i have no idea what there plans are to Bring Spore 2 or its just a pipe dream.
Alas after reading it does not capture anything like what Sid Meiers Civ did so well..., and Space combat is worse than Gal Civ by a long stretch.
So What exactly is or Who exactly is Spore's target audience?
This would have worked better as a new post rather than a reply to a 13 month old thread, but anyway...
There's no sequel because Spore was a financial failure. It wasn't the game that was promised (5 disjointed minigames instead of a cell-to-galaxy simulator), included invasive DRM (retail included undisclosed SecuROM that was root-level and unremovable), and their marketing was riddled with shady practices (tricking scientists to promote the game, trying to sell it to schools as an 'educational tool', etc).
EA tried to recoup the losses by making Darkspore as a tech demo for the game engine, deserpately wanting other companies to license the engine for their own games. But Darkspore flopped (trying to sell a tech demo to the general populous is never a good idea).
Spore was targeted to Sim players who were wanting a science-based evolution game. What EA delivered was little more than Creationist propaganda for children.

Creature stage. It's possible (and even encouraged) to completely redesign creatures between generations. It even bled into their marketing.

But the only "science" in Spore is: 1) animals must eat to survive; and 2) planets follow elliptical orbits.
There's absolutely no evolution in Spore.

Might want to give it a look. Relying on Spore to learn about evolution may lead to unnecessary embarrassment when you start taking actual science classes.

Spore was initially supposed to have a "Molecular Stage", in which players assemble atoms into molecules that are necessary for creating life.

However, Maxis decided to go with the panspermia beginning instead, since it avoided the whole "origins of life" conundrum.
As I said, the "Intelligent Design" movement was in full swing at the time Spore was released. Creationists were trying to "teach the controversy" in schools and were opening up those museums you mentioned before.
Maxis/EA, wanting to get as much market share as possible, changed their message as to not offend creationists.
Hell, just look at the first tool they released: Creature CREATOR.
