PSA: Unlocking the Framerate.
Not many seem to be aware of this, even those of us who actually played the game long ago: Spore has a 30 FPS cap. It just does. I'd prefer something higher now that I'm not a little kid but instead an entitled and spoiled brat, but if I had to, I'd be fine with 30.

Is it a problem? Absolutely not... but I want to feel like this 144Hz monitor wasn't a complete waste of money. No downloads required, all you need to get this game running at 60 or better is a simple tweak.

The first step is to launch this game normally, as well as Galactic Adventures if you have it. You need to do this at least once. Go ahead and change resolutions back to what it should be, if the game decided to launch in a low res like it did for me. If you haven't launched the game before, it won't create the text files you need, as in they won't even be in the folder at all. So, go do that.

Ready?

Go into the install folder, it'll be steamapps\common\spore most of the time (yes, lowercase). The fastest way to get to this folder is to right-click the game from Steam and go under Properties > Local Files > Browse Local Files.

First, check the folder for config files: spore -> Data -> Config. You'll see two things: Properties and ConfigManager, both txt files. Open it up with Notepad, or if you're a cool kid, use the free program Notepad++.

Under Properties.txt, add one more line to the very bottom of the file:
property frameLimitMS 44 int
Just save and quit. After that, open up ConfigManager.txt and add this line to the bottom:
intProp frameLimitMS xx
The xx will be a different number based on what you want. We'll get back to that.

Do the same for Galactic Adventures, you'll find these same files under spore -> DataEp1 -> Config. Make sure to save!

Make sure to replace the xx in the "frameLimitMS" to the corresponding number of the framerate you want. It works off frametimes and doesn't take decimals, so finding the right number is a bit weird.

33 = 30 FPS (default)
17 = 60 FPS
11 = 90 FPS
8 = 120 FPS

I haven't tried any higher, for the sake of making sure my FreeSync monitor can clear up tearing. The moment I go over 144, the tearing gets insane :\

Aside from the fact that it's kind of crazy seeing Spore run like this, I haven't noted any strange issues or bugs cropping up as a result. If something does happen, though, you can probably just remove the lines to reverse the changes. You could also set the frameLimit to 33.

I've tried this fix in both Steam and Origin versions. No results so far :( Not sure if I did anything wrong or what, but it simply doesn't work.

Which text document did you modify, Galactic Adventures (Ep1) or vanilla? There's both a ConfigManager and Properties file to modify.

Do this in both spore\DataEP1\Config and spore\Data\Config. You need both the Properties.txt line (which makes it check ConfigManager for the framerate limit) and the ConfigManager.txt line (which speeds up framepacing).

Make sure to save with Ctrl-S when you're done.

No problem! It's cool that you can pull this off without any real issues, and with a 90 FPS target the game holds up quite well.

I found out through the link provided by the op, for whatever reason this will not work with the specific combination of Spore+C&C Pack. It will work if you have solely Spore, Spore+GA and even Spore+C&C Pack+GA. Hope this helps anyone having this issue!

Edit: I also had to start the game through GA for the fix to work.

Can confirm it doesn't work with Spore + Creepy and Cute parts.
For this fix to work you need Galactic Adventures.
Though, seeing this game run in 60 fps is interesting.
