The reason Spore is such a pain in the ass to mod is because EA wanted to sell dozens of expansion packs (sa Cute and Creepy). But when sales tanked, EA tried to market the Spore game engine using the tech demo they called "Darkspore". That also failed.
This franchise is dead. Even if EA were to bring it back, it would include always-online DRM and would be filled with in-game microtransactions. Which has been EA's business practice since 2013.
Spore is what it is. Enjoy it or not. It's not going to change.
