Turns out there is still a way to make a Spore account, but for a price:
1. Buy Spore Creature Creator on Origin:

2. Make an account on there
(Note: you may not even have to download Creature Creator, as long as you have the "Access to MySpore at Spore.com" flag, you can log in on steam)
3. Notice how it has the access to myspore:

4. Run spore on steam and login using your new account
I suppose they probably gave you a new CD key instead of using the one linked to your Steam account. Spore accounts are limited to one CD key.
The obvious solution is to play on Origin. The CD Keys for the expansions are available on Steam. Register them on Origin as well and you're good to go.
Going into my computers registry is far from the most ideal way to resolve the issue but luckily it worked out for me in this case.
I'm on Windows so to start:
1.Hit the Windows key and R at the same time. That will open a run window. Enter "Regedit" into the box and click Ok.
2.After clicking ok for admin privileges there are 3 possible places it could be.
HKEY_CURRENT_USER\Software\
HKEY_LOCAL_MACHINE\Software\
or HKEY_LOCAL_MACHINE\Software\Wow6432Node (64-bit only)
(I'm using 64 bit so mine was in the last one I mentioned)
3. In those folders look for a "Electronic Arts" folder
4. In the Electronic Arts folder you should see 2 folders mentioning Spore. "Spore" and "Spore_EP1". My CD Key (Named "ProductKey" in the registry) was in the "Spore_EP1" folder.
5. Next to "ProductKey" under "Data" You should have a 20 character code. Thats the cd key.
6. Go to your Origin account and at the top right of your library page it says "Add game" Click that and enter the product key code and it should let you choose which spore you want. (Different languages so make sure you choose your language)
7. Once you have the game in your Origin account you can start it up in steam enter your origin login info and choose a username for your Spore account and that should create the account. Worked for me anyway.
Unfortunately I don't know about Mac and Linux because I don't have either of those operating systems.
