Otherwise if you have a AMD gpu you might be able to apply AMD sharpening from your graphics control panel. (I think same on nvidia)

First you select the games exe. (In this case SporeApp .exe) which is in Steamapps\common\Spore\SporeBin. Path is different for the galactic adventures DLC i dont have it installed right now so cant tell specifics. Also select dx9/directx9. For other games just pick what it uses between opengl, dx etc. Directx 8 games need a modified file that can be found online however spore uses direct x 9.
To do what you desire get "qUINT by McFly", and maybe some color/filmic shaders/LUT's from "Color effects by prod80".
If you want better Anti-Aliasing get "Astray FX by BlueSkyDefender and some aa/anti aliasing shaders." Another might be "SweetFX by CeeJay . dk.
Somewhere there a shader called "CAS/Contrast Adaptive sharpening" (This one specifically works well with cartoon style of spore)
>Mange 3D settings
>Program Settings
>Click add
>Click Spore
>Add Selected program
>Click image Sharpenign
>Set to on
>Click apply
>Start game
If its not extreme enough go back to the Nvidia Control panel and change image sharpening up higher. (Make sure you still have spore selected still)

That is reshade. The nvidia sharpening can likely do same thing but wont edit color and brightness etc. (It might be better to turn Ignore Film Grain off entirely in nvidia control panel)
