The game itself is just a series of mini-games, each one is half-baked.
Universim just came out into Early Access. It's far from done. And I no longer recommend any EA game. Add it to your Follow list and wait until it's completed.
Stellaris is alright. The 2.0 update took out a lot of the unique gameplay features (sa assymetric FTL systems). I wouldn't call it a "laid back" game though. It's got quite a lot of micromanagement to it (esp real-time space battles).
A good laid-back, space-based 4x would be the new Master of Orion or Endless Space 2 (if you want a little more complexity).

Stuck between the new MOO and Dawn of Andromeda. Which would you recommend? What’s the big deal about RTS vs TBS? I played games like Civ and the only annoyance of TBS I see is having to wait 10 turns to move 1/4 of the map.
TBS is more laid-back. RTS requires more attention. Depends on what you're looking for.

the only really note worthy elements are the creature creation and customizations.
in that reguards, its never really been matched, and i often think to myself, why hasnt that technology been licensed out and used in more games?!
but other than that, the cell stage is just clicking around until you are prompted to grow.
evolution consists of simply picking whatever parts you choose, youre always free to really change pretty dramatically up to a certain point in the game.
then youre left with a pretty lack luster rts game.
its really like 4 incomplete games bundled with a creature creator, if you are just a big dork interested in neat old software... its worth the 2$. if you actually want a new deep game to play, this is not it.
