Try to install Spore. It will download all the files into your Steam common folder, but the installer will not actually advance. If you hit cancel it will delete the files it created. Before hitting cancel, copy the files to your desktop. Then hit cancel, and copy the files back to your Steam common folder. Install the DLCs (which should work since they had enough keys for these). Then run the Galactic Adventures game and it'll work!
At least I get to play it without creation-sharing for now.
