Answering your question, I think there is no cheat menu but there are different mods that could help you.

There is no god mode in there what asing help covers most basic cheats, been there done that asking possinle god mode or means be invisable, cheat engine - mod support seen few none of them have anything do with God mode.

That's a console cheat included in vanilla Spore. You don't have to download and install a shady third-party application to use it.
