No you cannot start on earth but you can find it and colonize it, or blow it up.

There might be a low chance to find the earth(in the beginning they only had the earth)but there are so many variants for planets so it's almost impossible to find it

You can't start on Earth as it is a "special planet" like a number of other easter egg classed planets such as the fairy tale one. If you could start on Earth it wouldn't resemble Earth a great deal anyway as the 6-8 colony cities would mess up the geography. I usually turn Earth into a Zoo and colonise Mars instead.
