Report a translation problem
To access the feature normally you would have to take the steam copy of spore, copy the key, and redeem it in origins, EA's game launcher. You can get the full features that way.
But you can download creatures if you still prefer steam's version of spore.
The thing you need to do is find creatures on sporepedia (the website), and taking creatures or whatever you want, left click and hold on the creature, and dragging the file over into spore, while the creature creature was opened.
It will download the creature, plus you can edit it yourself to make your own variation.

You can do this with buildings and vehicles as well.
2. Yes you can upload them via the steam copy. After you redeam your CD key on origin you can continue to use the steam version and as long as you log in inside the game with the same account you redeamed your key to it works fine.
3. Going to the sporepedia on the website is still a good idea though. IMO it's an easier interface.
