I mean, the aspects of them that they used are fairly generic physical traits, like having a blonde ponytail and certain colored eyes. As a general rule, trademarks tend to protect names and extremely specific combinations of physical traits. You'd have to pretty much make a 1/1 copy of a character for it to trigger copyright laws, and even then there's a chance you could get away with it if their name, story, and personality were completely unrelated to the original.

This is why the CrushCrush devs got away with using pretty direct replicas of Rainbow Dash and Markiplier for their games, because they didn't use any copyrightable elements, just physical references and general themes.

Now if the "Haachama" had a neckwound, an eyepatch, and introduced herself as "Waachama" or something, they might have a case. But legally speaking "similar" is not "plagiarism", and even if it was super close one could claim parody.

Certainly parody, the body proportions are different enough I would say, Ma I mean Pedro feels much more dangerous. Like he is just that character in a different art style.

under normal circumstances, you'd be correct
the issue here is that for all the talk about generic traits, the umbrage people have taken towards these designs comes from very specific traits that, when put together with the broad strokes tropes that haato and ayame's designs use, make it very obvious what they're riffing

things like ayame's horn accoutrement being on the same side as the red accent in her fringe - replicated one-for-one - or haato's sidetail scrunchie being an array of hearts, something that were it not on a busty, blue-eyed blonde wouldn't even bat an eyelid

there is a difference between mere "similarity" and them being outright copies save for their exaggerated physiques
i imagine if cover have any reservations about taking action, it would probably have to do with them having their own historical copyright woes, not because of any perceived similarities being merely "just"
