There is not a DOS version.

^That version runs on DosBox, technically speaking. Besides, it existed in the same era where DOS games existed, and even has extremely compressed art assets to fit in it's engine, a trait commonly shared by DOS games for similar reasons. So whether any of us like it or not people will call it a DOS game by association, even when it's original release technically wasn't.
But none of this really matters anymore, since this new version will hopefully fix the issues of that old PC version that is stuck in a DosBox wrapper. Having the game run on a modern engine is already a step in the right direction, same with not using the crusty graphics from the old PC version of the game.

The PC Port was designed for Windows 95.
That's why you have to put a lot of patches
to make it work fine, or use dgVoodoo.
But Yes, the resources on the PC Port are low quality.
But if I had to venture a guess, these bits of the store page...

... suggest they're giving us the FMVs and character assets from the 3DO version, but upscaled/restored as they put it, but the level layouts and weapons from the PC version. And all the contemporary QoL and variable refresh rate and res support one would expect, etc.
As someone else said, a sort of "best of both worlds" version of the game, ala the Forsaken remaster.
