borderless gaming is free if you download it from the developers website. But i prefer to buy the updated/continually supported one on steam

to fix the 50fps cap you can just launch the game in DX9 mode. Only DX10 mode locks the fps to 50.
The fix is to just launch the game with steam launch parameter -DX9 (looks almost identical to DX10 but runs 2x better)
