FPS confusion

So I just recently reinstalled this game and my Steam fps counter is showing 100 - 120 fps in the opening beach section at very high settings (non-remastered) 1080p but I'm actually sensing around a 30fps experience. I'm utterly confused.

Just got a new machine:
i3-8100
12GB RAM
RTX 2060
Win 10 Pro
4k Dell Monitor

And yet as I'm panning around the island with my mouse it's clearly running at sub 40 fps. Is there something I am missing?

If I turn off fullscreen and run it in a small window the game runs like it should... super smooth but runs like crap at fullscreen.

This game has a bug - in DX10 mode, in fullscreen, the game uses lowest available refresh rate, it might be 60hz, 50hz or even 24hz which will look stuttery no matter your fps.
c1-launcher fixes this bug alongs with some others, i suggest you to install it: https://github.com/ccomrade/c1-launcher/releases

Thanks! I actually also got around the problem by choosing 1920x1200.
