On Windows 10, you should do this to make it works:

1. go the the steal folder where it was downloaded
(in my case, this pc>local disk (C:)>Program Files (x86)>Steam>Steanapps>common>Seal of Evil.
2. Within the "Seal of Evil" folder, look for the file by the name "SOE" with the game logo as the file pic and file size 3,444 KB.
3. Right click the file and click properties. Switch to the "COMPATIBILITY" tab, located between tab "General"and "Security".
4.The following are my settings.
*Compatibility mode: Run this program in compatibility mode for "Windows 7".
*Reduced color mode to 16-bit (65536) color.
*Run in 640x480 screen resolution
*Run this program as an administrator
5. Click on "Change settings for all users"
