Report a translation problem
Barrett has a companion quest called Worlds Apart where you goto Temple Sigma to get the uh, shadow clone power I forget what it's called. Barrett gets it too. I just can't remember if it's before the major story quest A High Price to Pay.
"To unlock the Worlds Apart quest, speak to Barrett when he asks to talk to you about the Unity after speaking to the Emissary in the quest In Their Footsteps. You should ask Barrett what he has on his mind to begin this quest."

I just coulda swore I did it before those quests... maybe not.
No big deal, I just didn't want to progress that far in the main story yet. Trying to do as much as I possibly can before NG+, then I'll probably try and grind to NG+10 and then work on "permanent" home universe.

I know (and the power is called Parallel Self) but it was and still is unclear what problem you have with all that, exactly. I assume you got him killed and then realized you missed the opportunity to acquire that power? Or do you confuse the Worlds Apart with his personal quest involving his dead boyfriend’s legal troubles?
By the way, in NG+ if you choose to skip the main quest you can talk to Barrett and get his power quest right away. And then later talk to Vladimir and get the same power again, in a different Temple. That’s what I did anyway when I happily let Barrett die in my first game without realizing that this particular power is available only if he survives because you get the Worlds Apart after High Price to Pay, not before.
Inability to get every power (many people complained about Supernova at the time) was/is a bug. It’s fixed so you shouldn’t have any problems now.
I don’t know why you cannot get the Worlds Apart quest. Maybe you don’t have enough affinity with Barrett? Try talking to him, this quest is triggered in a conversation by choosing a certain line.
Also, if it’s a really old save maybe you should start over, just in case.
It's not an old save, it's from latest patch. And I still ran into the supernova issue.
