Not a fact nor an opinion, it's completely wrong. Character movement is dramatically superior in SF, Fo4s is still in the stone age in that department. Gun animations much better too.
Hostile space encounters have I believe a 60% spawn rate upon going to a planets orbit (much higer in certain systems). Most planetary zones have POIs filled with hostiles, tons of planets have hostile fauna, mission boards point you directly to hostile POIs

Hm yeah you need to go to hostile zones to find hostiles ? Like in every game that exists ?
