Another one of those "Really Bethesda?!" moments for me.
I don't understand the point of Tuala, the guy could be replaced by a mission board. He gives repeatable missions after you complete UCS quest but instead of just getting the quests like with a normal mission board, there are pointless identical lines of dialogue with this Muppet.
Explains a lot really, photo mode (and loading screens only showing your photos, rank and name), dialogue, gunplay, UI, no precombines, pbr, ingame graphics settings, etc.

Oddly enough what annoys me more than the ditching of Radiant AI is the way the writers handled shop keepers. Why is everyone the owner of the shops they work in? Sure it makes sense for CJs, maybe even Jemison Mercantile I guess, but most shops look like massive businesses who should have at least a dozen employees, but Bobby Owner is there behind his counter sweeping the floor with his broom. Annoys me to no end somehow. Such a minor detail, I know...
