Mining on an Extreme Planet - possible?
I need to interrupt the prevalent "discussions" as to why Starfield sucks or why it offends idiots to ask about mining titanium. All of the planets I've found that actually have mineable titanium appear to be "extreme" and won't allow me to place an outpost. The message that pops up indicates it or I need a higher level of habitation. How? Or is it just unnecessary explanation? Thanks!

Well, the game's not lying. There's a skill you need to level up.
