I think that's the timescale command.

set timescale to X

Whatever you set X to, that many seconds pass in game for every second that passes by in real life. I think you can set it to zero.

ETA: If you ever want to go back to the default, I believe it's 20.

set timescale is what it was in Fallout 3 and 4 and Skyrim, but it's not for Starfield. Starfield has a different timescale for when you are in space vs. when you are on a planet.
Also, just FYI, @Solomon, "stopping" it is probably a bad idea. Just setting it too low caused bugs and issues in Bethesda's previous game.

The 3 values that you can use to adjust the rate of timescaling for Starfield are:
set 3a to x setgs fCalendarTimeScaleGround x setgs fCalendarTimeScaleSpace x
The first one is very similar to the old Set Timescale command, but it doesn't persist. Any time you hit a loading screen, it sets itself back to the default timescale.

The second two control the passage of time on the Ground and in Space respectively. They don't work if you use the command while playing, only if you put them in a bat file that runs on startup.

I added the actual console commands for the timescaling to my post above. But again, I don't recommend you set any of them to 0. Honestly, I'm not even sure if the game would accept a value of 0. For quite a few of the setgs values, if you try to set it to 0 it instead reverts the setting to default value.

Maybe this[forums.nexusmods.com] thread has what you need. Can't speak for how effective or stable it is.
