It's just the oposite... Latency has been reduced from 9 - 10ms ish (fmf disabled) to 2 - 5ms (fmf enabled) in my scenario ..
And isn't that what all online competitive players dream of ?
Lets be honest, everyboddy sets their configs to highest performance when playing online and don't give an damn about graphics.. to get that litle edge ..

It did not support HDR previously, and the added Anti-Lag+ support for a number of other games. They also improved the frame pacing which smoothed out the weird stutters you would get sometimes.
EDIT: Did some digging. The driver version shows the same, however the log for the installer on the 6th showed version 31.0.23001.2010, and the installer for today shows 31.0.23001.2012.
The downloaded files differ though.

Question, do you have lower performance and/or other issues when you enable Fluid Motion + FSR 2 in this game SF particulary ?
Like, some areas on planets like atlantis the fps drops considerable when fsr2 is turned on..
I just have tested that..
I guess, AFMF is meant to be used instead of ingame FSR not combined !
Iam curious to see what results i get using FMF+RSR (radeon super resolution) Upscaling at an driver level essentially ..
Nice to have so many options to tweak performance though ^^

Overall I'm not seeing a huge difference in FPS inside the game, though AMD software reports that it is almost doubled. It is butter smooth though.
Indeed, every change of settings makes SF rebuild shader cache hehe.. noticed that too.
Have you explored area's arround atlantis using fsr 2 ingame + fmf combined ?
And compared the results with the results of FMF without fsr2 / upscaling enabled ?
SURE ENOUGH, the FPS has been doubled+ using this feature and is Butter BUTTER SILK SMOOTH ^_^ .. Well, some areas more than others...
It's like watching an movie at 120fps true motion :P
i Like that smoothness of frame transition SO MUCH .. Wheter it's an game or movie / tvserie iam watching ..
Turning FSR2 off takes my FPS right back to where it was with FSR2 on 75% before I installed the driver with FMF. Visually the difference isn't really significant though.
Interesting... Just checked out the mast district myself. And at that huge tree i get minimum 70+ up to 120fps when moving camera side way's you know..
What are you cpu + gpu specs ?
That's HUGE?!? I mean, maybe its because we have different hardware ... But in my case it's just the other way arround ... FSR2 does hardly anything for me with the official driver !!
I get maybe 10 - 20 fps gain that it .. And to achieve that i have to scale the resolution down to 50 - 60 % you know !! Wich looks very blurry when looking into the distances you know.. obbjects at close range looks crisp and sharp alright, but lower these settings affect long distance quality SEVERE imo !!
And iam sure it's not an cpu bottleneck.. because my gpu works at 99% all the time, while my cpu hovers arround 40 - 50% ..
Realy interesting, installing these still experimental drivers to make use of that neat feature is an huge + for my system specs..

CPU : AMD R9 3900X overclocked to 4.25GHz currently (I can run up to 4.4GHz stable with all cores boosted, but I'd like it to last.
RAM : 32B DDR4 at 3200Mhz
GPU : MSI Radeon RX 6800 XT Gaming Z Trio with VRAM overclock (Core overclock did nothing for Starfield, but VRAM gave a nice boost.)

Can you post your exact INGAME SETTINGs + Radeon Center settings such as FSR2 - Hypr-x settings please?
You have pretty much the same cpu i have , except mine is an ZEN3 architecture (R9 5900x)
But overal you and me share very much the same system specs.. (Ram, gpu,..)
My storage however is a Corsair NVME m.2 SSD PCIE-4.0 chip from wich i run SF..
My OS runs from an Sata SSD however.. Samsung EVO 850 pro.
Question, i asume you have explored planets mainly at those locations you've mentioned. Since visits at cities are like IN and OUT quickly in my experience ..
Also, and this is big... Do you experience an small lag while running / exploring every few seconds or so.. ?
I mean despite having high and smooth fps all the time, i'v noticed an small sutter every now and then when running / exploring planets. Especially when it goes fast after taking AMP aids lol .. Never explore without amp's if you want something done btw ... jeez ..
EDIT: Do you have the game Remnant 2 installed ? Man, i realy luv the buutttttterr sILK smoooth gameplay now...
With FMF+antilag+ turned on i get like near 200Fps at Ultra settings - 1440p :P = No Crashes ... NOT a SINGLE ONE (Most important -_-)

Do note that the 275FPS reported there is not accurate. My display is only seeing half of those, and this is validated using other FPS overlays.
I do also hate how the FPS average only shows the last play session, and not an overall metric or something I can set a range to.

When I go to the second screen, it pops up a window showing the target overclock for VRAM is 2100MHz.

Note that the "Sharpening" for FSR2 is set to 75%.
I have set CPU affinity as outlined here[errorfixer.co] Noticed maybe a 5% increase after doing this, and was long before FMF existed.
I did try the Disk Cache Enabler mod just for kicks, but didn't see any difference at all.
I will also note that I am using the following mods, and launching the game from Vortex using SFSE.

Some of those could increase or decrease my FPS. For the most part they balance out.
As for the small lags, I did see them sometimes with the Oct 6's release of FMF. Usually only shortly after opening or closing the scanner. I have not experienced it since the latest FMF driver update.
Now it becomes clear to me, you are using Nexus Mods ^^
the reported 275fps, might be the result of at one hand Double Frames (FMF) + loading screens → , the most favorable place in that game for performance LoL ^^
I get like between 300 - 400+ fps at the loading screen → FMF hehe.
With fmf disabled still 150 - 200+..
Also, i don't use any mods at all. Since i have an fast system and shouldn't need em in terms of performance / stabilitty.. Sure mods can polish the game even further and make the iu user friendly etc... But that's an different story..
Like you, i have tried out just that one "cachemod" you've mentioned because of that lag problem i currently have..
But that "Cache Mod" didn't do a thing for me neither, or atleast not much...
And i think i wouldn't matter what cachemod i use, since SF runs already from an VERY FAST 3-5GB/sec read/write storage device 0_0 ..
I think this lag has something to do with the textures loading times as you explore/move arround you know.. Because when i run in circles stationary you know, i don't have that phenomenon...
shouldn't happend on an 32GB ram / 16GB VRAM system imo ... Poor POOR optimized game imo wauw !!
