Report a translation problem
On your first playthrough, you cannot save them both. And no, without cheating, you will not get the power with him if he's the one that dies.
So basically you have 4 choices:
On my first playthrough, I was in the same boat as you and I opted to let Barret die. I did not get the power in that playthrough. I'm now on NG+11, have all of the powers at rank 10, and have only used that power one time. So I feel I made the right choice.
I'm not actually sure if you can trigger the World's Apart quest before you get to the High Price to Pay, but I do not think you can. Based on several playthroughs of the game, I think that World's Apart is triggered by story progress, just like Walter Stroud's ship building mission.

PS.: I have found a console command "startquest 2fae" to activate this special quest.
But i will not use it. The first run i want to play without commands and glitches.
